Tralee IPAS centre death: man, 49, charged with murder at special Sunday night court sitting and remanded in custody

Tralee Courthouse, Co Kerry

A 49-year-old man has been charged with murder following the death of a man at an international protection accommodation centre in Tralee, Co Kerry, in the early hours of Halloween.

The accused, a 49-year-old man, appeared before a special sitting of Killarney District Court on Sunday evening. He is charged with the murder of Muhudin Osman Suleyman, 54, at Ballymullen Barracks, Tralee, on 31 October, contrary to common law. He also faces a second charge of assault causing harm to another man at the same place on the same date, under Section 3 of the Non-Fatal Offences Against the Person Act.

What happened in court

Judge Joanne Carroll presided at the hearing, which began shortly after 6.30pm, the Irish Examiner reported. Detective Sergeant James Hurley of Tralee Garda Station gave evidence of arrest, charge and caution, telling the court the accused had been charged at the station that afternoon in the presence of his solicitor and made no reply to either charge.

The proceedings were translated through an interpreter. Inspector Tim O’Keeffe, for the State, sought a remand in custody. According to RTÉ News, no bail application was made, as the District Court does not have jurisdiction to grant bail on a murder charge.

Solicitor Nuala Liston, for the accused, told the court her client had received medical attention and had been in hospital, and said he would require further medical care. Judge Carroll remanded him in custody and directed that he be medically assessed on arrival at prison.

The garda investigation so far

Gardaí were called to the centre at Ballymullen shortly after 5.20am on Saturday. The Irish Times reported at the time that one man was found with serious injuries and was pronounced dead a short time later, while a man in his 40s was taken to University Hospital Kerry with injuries not believed to be life-threatening. A man in his late 40s was arrested at the scene and detained under Section 4 of the Criminal Justice Act 1984.

The Office of the State Pathologist was notified and the Garda Technical Bureau was asked to examine the scene. A senior investigating officer was appointed and an incident room set up at Tralee Garda Station.

The former army barracks has been used since May 2024 to house people seeking international protection. According to the Irish Times, it is designated for up to 50 single men and operates under a one-year licence from the Department of Defence.

As this is now an active criminal case, Connemara Journal will report only what is said in court or released officially by An Garda Síochána. The accused is entitled to the presumption of innocence.

A community in shock

The killing of a man at a State-run accommodation centre has caused deep shock in Tralee and among residents at Ballymullen. Our thoughts are with the family and friends of Mr Suleyman, and with the man injured in the incident.

Gardaí have not appealed for further witnesses since the charge was brought, but anyone with information can contact Tralee Garda Station or the Garda Confidential Line on 1800 666 111.

What happens next

The accused is due to appear again by video link at Tralee District Court on Wednesday 4 November, with an interpreter to be present. Murder charges are dealt with by the Central Criminal Court, and the case is expected to be adjourned while the Director of Public Prosecutions considers a book of evidence. Any application for bail would have to be made to the High Court. Connemara Journal will report on further court appearances.
