A man has died and at least one other man is in hospital after a violent incident at an International Protection Accommodation Services (IPAS) centre in Tralee, Co Kerry, in the early hours of Halloween morning. A man in his late 40s was arrested at the scene and is being held for questioning.

Gardaí and emergency services were called to the centre at Ballymullen, on the southern side of the town, shortly after 5.20am on Saturday, 31 October, following reports of a disturbance. When they arrived they found a man with serious injuries. He was pronounced dead a short time later.

A second man, in his 40s, was taken to University Hospital Kerry. Gardaí said his injuries are not believed to be life-threatening. The Irish Times reported that a third person was also injured, though no further details have been released about that individual. The Irish Times and TheJournal.ie both described the incident as a stabbing; gardaí have not publicly set out the cause of the injuries.

Man in his late 40s held for questioning

The man arrested at the scene has not been named. According to TheJournal.ie, he is being detained at Tralee Garda Station under Section 4 of the Criminal Justice Act 1984, which allows gardaí to hold a suspect for questioning about a serious offence for a set period before they must be charged or released. He has not been charged with any offence.

The Irish Times reported that all three men involved are believed to be Somali nationals. Gardaí have not formally confirmed the identities or nationalities of anyone involved, and the name of the man who died has not been released.

Full murder-scale investigation under way

The scale of the Garda response signals how seriously the investigation is being treated. The Office of the State Pathologist has been notified and the Garda Technical Bureau has been asked to examine the scene, which has been sealed off and preserved for forensic and technical examination. A post-mortem examination is expected to be carried out, and its results will shape the direction of the investigation.

A senior investigating officer has been appointed, and an incident room is being set up at Tralee Garda Station, the standard approach in the most serious cases of sudden or violent death.

Gardaí have appealed to anyone with information, or anyone who witnessed the incident, to come forward. They can contact Tralee Garda Station on 066 7102300, the Garda Confidential Line on 1800 666 111, or any Garda station.

The Ballymullen centre

The site at Ballymullen is a former army barracks. According to the Irish Times, it has been used by the State to house people seeking international protection since May 2024. It is designated for up to 50 single male international protection applicants and operates under a one-year licence agreed with the Department of Defence.

IPAS centres provide accommodation for people who have applied for asylum in Ireland while their applications are processed. The State has relied on a mix of former military sites, hotels and other buildings to meet demand in recent years,.

Gardaí have given no indication of a motive or of the circumstances that led to Saturday’s incident, and no official comment had been made by the Department responsible for international protection accommodation at the time of writing.

What happens next

The detained man can be held under Section 4 of the Criminal Justice Act 1984 for a limited period, with extensions available on the authority of senior gardaí. At the end of that period, he must either be charged or released, and any file may be sent to the Director of Public Prosecutions for direction.

The post-mortem examination, expected to be carried out by the State Pathologist’s office, will establish the cause of death. Gardaí are likely to release further details, including whether the death is being treated as murder, once those results are known. The scene at Ballymullen is expected to remain closed while the technical examination continues.

If the man is charged, he would be expected to appear before a special sitting of the District Court in Kerry. Connemara Journal will update this story as gardaí release more information.
